Japan's visa system is managed by the Ministry of Foreign Affairs (MOFA). Nationals of 67 countries and territories enjoy visa exemption agreements with Japan for stays up to 90 days for tourism, business meetings, and short-term activities. All other nationalities must obtain a visa before traveling to Japan. For long-term stays (work, study, family reunification), even visa-exempt nationals need to obtain the appropriate visa — typically after first securing a Certificate of Eligibility (COE) from Japan.
The visa application form (査証申請書) is the standard form submitted to Japanese embassies and consulates worldwide. Japan does not process visa applications within Japan — all applications must be made at a Japanese diplomatic mission in the applicant's country of habitual residence. The form captures biographical data, travel purpose, financial means, and history of previous Japan visits or visa refusals.
For work and long-stay visas, the most critical document alongside the application form is the original COE issued by the Immigration Services Agency in Japan. Without a COE, embassies generally cannot issue work or study visas. Tourist visa applications typically require proof of accommodation, financial means, and a return ticket.
